Vancouver is a remarkable city — a harbor town caught between mountains and sea, built by people who came from everywhere to make something of themselves. But in the last decade, the city has stopped working for the people who actually live in it.
Residents face rising property taxes, concerns about public disorder, long permit timelines, and growing pressure on small businesses. The Downtown Eastside remains a profound humanitarian and public-policy challenge. Vancouver needs measurable results, transparent evidence, and clear accountability for the services residents fund.
We are a political party. We recruit and run candidates in Vancouver's at-large council, mayoral, and school-board elections who commit, in writing, to specific, measurable reforms. We campaign as one city-wide team, and we hold our elected officials to those commitments.
02 — Policy Positions
Six things we are not willing to negotiate on.
Every TrueBlue candidate is expected to campaign on these six commitments and remain accountable for delivering them in office.
POSITION 01
Public Safety
Random violence is not a "perception issue." Restore community policing capacity, fund mental health crisis teams paired with officers, and end the catch-and-release cycle for repeat violent offenders.
- Set police staffing from transparent workload and service standards
- Car 87 / Car 88 mental health teams citywide
- Provincial prosecutor liaison for repeat offenders
- Real-time disclosure of violent incident data
POSITION 02
Downtown Eastside
The current approach has produced more deaths, more disorder, and less dignity. We support a recovery-first model: voluntary treatment first, involuntary care for those who cannot care for themselves, and supportive housing with actual rules.
- Build 1,200 voluntary treatment beds (provincial partnership)
- Expand BC Mental Health Act application where warranted
- Replace SRO warehousing with purpose-built supportive housing
- Quarterly public outcomes dashboard
POSITION 03
Fiscal Discipline
Property taxes have risen while residents continue to question service value. We demand zero-based budgeting, an independent performance audit, and a hard cap on year-over-year tax increases at CPI + 1%.
- Independent staffing and performance audit
- Cap annual property tax increases at CPI + 1%
- Zero-based budgeting for every department by 2027
- Publish all spending over $50,000 in real time
POSITION 04
Housing & Density
Yes to density — done with residents, not to them. Gentle density on transit corridors. Streamlined permits for missing-middle housing. End the hostile, multi-year rezone process that freezes out everyone but deep-pocketed developers.
- Pre-approved plans for duplex, triplex, fourplex
- 90-day permit SLA for missing-middle projects
- Honor existing neighborhood plans — no surprise upzones
- End vacancy decontrol on rental units
POSITION 05
Small Business
Opening a café should not require a prolonged, costly permit process. Cut the red tape, fix the inspection process, and stop using businesses as a revenue tool through endless fee increases.
- 60-day permitting SLA for change-of-use
- One-inspector rule — no contradictory re-inspections
- Roll back business licence fees to 2021 levels
- Recovery fund for Chinatown, Gastown, Strathcona
POSITION 06
Transit & Streets
Hold TransLink accountable. Keep bike lanes where they work, redesign where they don't. Stop removing parking without consultation. Fix the Broadway Subway mess before anyone talks about the next mega-project.
- Independent review of Broadway Subway mitigation
- No new bike lane removals of parking without vote
- Restore minimum 2-hour free parking in commercial nodes
- Public TransLink board — no more closed sessions
